Plastic shopping bags, plastic straws, plastic tableware, disposable plastic products in hotels, plastic packaging bags, woven bags, adhesive tapes... These plastic products widely used in daily life will be prohibited and restricted. Recently, Shanghai Municipal Development and Reform Commission, Shanghai Municipal Bureau of Ecology and Environment and other ten departments jointly issued the Implementation Plan of Shanghai on Further Strengthening Plastic Pollution Control. This morning, the city held a news briefing to introduce the contents of the Implementation Plan.

The plastic pollution co governance system will be formed three years later

With the rapid development of e-commerce, express delivery, takeout and other emerging businesses, the consumption of plastic products, especially disposable plastic products, continues to rise. In 2019, China produced about 63 million tons of waste plastics, accounting for about 1/5 of the world's total, making it the largest plastic consumer in the world. As a mega city, Shanghai has a large population and a large amount of plastic.

Based on the actual situation of Shanghai, the Implementation Plan, in accordance with the general idea of "banning and limiting one batch, replacing one batch, and standardizing one batch", focuses on the source reduction, recycling, recycling, and environmental protection disposal of plastic products, and clearly puts forward phased objectives, systematic governance requirements and task measures from the whole process and each link of production, circulation, use, recycling, and disposal.

The Implementation Plan puts forward the phased objectives of plastic pollution control: by 2020, take the lead in prohibiting and restricting the production, sale and use of some plastic products in key areas such as catering, hotels, hotels and postal express, and basically achieve zero landfill of plastic waste; By 2021, the consumption of disposable plastic products in the city will be significantly reduced, alternative products will be effectively promoted, and the proportion of recycling and energy utilization of plastic waste will be greatly increased; By 2022, the zero landfill of plastic waste will be fully realized; By 2023, the management system for the production, circulation, consumption, recycling and disposal of plastic products in the city will be basically established, and a pluralistic co governance system led by the government, dominated by enterprises and participated by the whole people will be basically formed. Plastic pollution will be effectively controlled.

Disposable plastic bags and tableware are prohibited

The Implementation Plan has made clear prohibitions and restrictions on the daily use of plastic products.

The reporter saw that there are several requirements for plastic shopping bags: by the end of 2020, the use of disposable plastic shopping bags will be prohibited in shopping malls, supermarkets, pharmacies, bookstores and other venues throughout the city as well as various exhibition activities; It is prohibited to use non degradable plastic shopping bags for catering packaging and delivery services; The use of disposable plastic shopping bags is regulated and restricted in the market. By the end of 2023, the use of disposable plastic shopping bags will be prohibited in the market.

Among them, plastic shopping bags refer to the plastic bags used to hold and carry articles, excluding the plastic pre packaging bags, roll bags and fresh-keeping bags used to hold bulk fresh food, cooked food, pasta and other commodities for hygiene and food safety purposes.

As for disposable plastic tableware, the main requirements are: by the end of 2020, the use of non degradable disposable plastic tableware is prohibited in the catering service in the dining hall. By the end of 2025, the consumption intensity of non degradable disposable plastic tableware in the catering takeout field in the city will drop by more than 30%. Among them, non degradable disposable plastic tableware refers to non degradable disposable plastic knives, forks and spoons, excluding disposable plastic tableware used for prepackaged food.

In addition, by the end of 2021, the use of non degradable plastic packaging bags and disposable plastic woven bags will be banned in the city's postal express outlets, and the use of non degradable plastic tape will decrease by 40%. By the end of 2023, all postal express outlets in the city will be prohibited from using non degradable plastic tape.

Promote and apply alternative products and models

If there is a blockage, there should be a gap. The Implementation Plan proposes to promote the application of alternative products and models, so as to truly implement the plastic pollution control work.

In terms of classified recycling, encourage qualified places to further refine the "blue barrel" of recyclable materials, and increase the recycling proportion of waste plastics. Promote e-commerce takeout platforms, environmental sanitation departments, recycling enterprises, etc. to carry out multi-party cooperation, and put plastic packaging recycling facilities in key areas where express takeout is concentrated. Establish and improve the recycling system of waste agricultural film and yellow plate, and basically realize the full recovery of waste agricultural film and yellow plate by the end of 2023.

In terms of resource utilization, we will promote the resource utilization of plastic wastes, increase policy support, cultivate projects and enterprises for the resource utilization of plastic wastes, and improve the resource utilization level of polystyrene (PS), polypropylene (PP), polyethylene (PE) and other plastic wastes.

The implementation of the Implementation Plan will inevitably affect the convenience of residents' lives. At the meeting, it was proposed that the general public should cooperate vigorously. For example, when purchasing goods, they should form the good habit of bringing their own shopping bags. When dining in restaurants, they should try to reduce the use of disposable plastic straws and tableware. When ordering takeout meals, they should take the initiative to check the "no tableware" option. When sending express mail, they should try to use "slimming tape" to avoid over packaging. When throwing garbage, they should classify plastic products.
